Secure survivor registry, Sudan
- Apply by Wed 21 Oct 2026, 12:00 CEST
- 7 part-time consultancies
- Mostly remote
- Subject to contract award
About the project
Labs for Development is a youth-led, Sudan-focused organisation founded in March 2020 and operating from Nairobi and Cairo. We support Sudanese civil society through capacity building, media, research and technology solutions, including CivicStack, our software for grassroots civil-society organisations.
Labs for Development, with its technology partner Slipström, is preparing a proposal to design, build and support a secure digital registry and case-management system for survivors of conflict-related sexual violence in Sudan. The system is commissioned by an international foundation and funded by the European Union.
The system must:
- work offline in areas with low or no connectivity;
- be designed together with survivors;
- protect highly sensitive personal data to the highest standard;
- be handed over without lock-in.
It will be built on open-source software. The assignment runs for 18 months from November 2026. The live system is due in spring 2027, followed by a year of operation and support.
All positions are part-time consultancies paid by the day, and are subject to contract award. Most work is remote. Some roles include travel within East Africa.
Open roles
Security and Privacy Lead (technical)About 35 days over 18 months, most of them Nov 2026 – Apr 2027 · Remote
You will make the system defensible against well-resourced attackers and against the seizure of field devices. You will own the security architecture from design to go-live, then review it during operations.
Responsibilities
- Lead the threat model and the security baseline: encryption in transit and at rest, key management, multi-factor authentication, role-based access, separation of duties and tamper-evident audit logging.
- Define how field devices are hardened, remotely disabled and purged after sync.
- Set secure development practices (code review, dependency and vulnerability scanning) and review critical changes.
- Scope and manage the independent penetration test, then verify the fixes.
- Write the incident-response plan and runbooks; lead quarterly security reviews.
Required
- At least 7 years in security engineering or security architecture for web or cloud systems.
- Hands-on experience with cloud security, encryption and key management, identity and access management, and secure development.
- A recognised certification such as CISSP, CISM, OSCP, ISO 27001 Lead Implementer or Lead Auditor, or a major cloud security certification.
- Fluent English.
Desirable
- Securing systems for civil-society, human-rights or humanitarian organisations against state-level threats.
- Mobile device security; GDPR.
You must be independent of any firm proposed to carry out the penetration test.
